My CN250 top speed is about 13-18MPH better than CH250. CN250 top speed is about 78MPH but CH250 has only 60-66MPH.
Both power 13kw.
CH250 works by sound normally. I measured the compression pressure:



Valve clearance ok. The color of the spark plug is nice brown.
Vario rolls is slightly worn and the strap width slightly below normal (21mm).
I took full front vario and the belt from CN250 (recently I bought the new full vario for it and the the belt width is 22mm) and put on CH for test. Top speed increased only 5-6MPH but not over 66MPH.

Travelling with CH250 at road speed 56MPH the handle grip needs to be allmost turned to the end. But on CN250 only abaut 1/4 or 1/3 of work area.

What should be the normal top speed of Honda CH250 ELITE?
What else I should look?

Read this guy's story. He mentions some spiral grooves inside the driven pulley, that can get worn down and prevent the pulley from opening up fully.

You and I both have CH and CN's. I had the very same question since I noticed the very same speed differential, a disappointment to me because I was expecting to use the CH for my long commute and I needed just that much more on the top end to make it really safe and viable.

I've had the Elite a few months and though I did take a good hard look at the belt, I've had nothing else apart, not really concerned since the scoot only had 3k miles, expecting that in our ever faster approaching long 'off' season, I'd take a good hard look at everything in the drive train.

The Elite came with a tall-for-me Slipstreamer windshield and after cutting that down 6 1/2", I'm noticing an improvement. My first test ride was on a very windy day and I was hoping for a bigger change that has since been realized when the wind was more normal.

Considering the frontal area difference between the CN and CH, I'd expect that to account for at least part of the difference. I posed this same question over on the ADVrider board and heard from at least one owner that owns both machines that he's got roughly the same difference.

We both may have the groove issue mentioned above, at least to some degree. It may very well be my imagination, but it feels like the more I use the scooter on the highway, the better (slightly faster) it seems to be running. I often have the GPS on to Track my rides and it honestly does seem like the scoot's running at ~62 like it did at ~58 before. It's been to 70 twice now and that seemed like only a dream when I first started riding it. Might be my optimistic and hopeful dreaming, I don't know.

Just another thought here.....

My Helix, with the Michelin Bopper, reads very high, roughly 6mph at ~65. The Bridestones were dead on, as are the Dunlops on my Elite. If I look at speedometer readings only, your difference in speed between scooters would match mine. In other words, my Helix won't run an honest 78, at least with me on it.
